If you have Comcast and own your own modem (not rent one from them), your modem is your personal property. No where in your contract with Comcast does it give them permission to use your personal property (your modem) as a hotspot or mobile networking hotspot. As the owner of the modem that Comcast is using, you can charge them for this service. Just as Comcast would pay to use a billboard for advertisement, they should pay for using your personal property (your modem) to enhance their services and enrich their pockets.
